It examines how farmers, forest landowners, ranchers, and other landowners can help rare species while owning and using their land for economic gain. Specifically, it looks at three public policy tools that encourage and reward the sort of land stewardship that Leopold practiced and sought to cultivate in others. Those tools are (1) conservation leasing, (2) safe harbor agreements, and (3) conservation banking.
