Given the pioneering nature of the subject, it is not intended as a definitive work but as a stimulus for discussion and broader debate. Biodiversity offsets are increasingly used globally for mitigation of development impacts. This report assesses appropriate limits to biodiversity offsets, and categories of offsetability below these limits.
