  • Peru seeks international expertise to design natural infrastructure solutions for flood and landslide risks

On Friday, July 19, 2024, Peru’s National Infrastructure Authority (ANIN) presented the largest portfolio of ecosystem restoration projects in the history of Peru to tackle the challenges of El Niño and climate change.

ANIN and the United Kingdom Delivery Team (UKDT) are currently seeking expressions of interest from companies around the world interested in partnering with Peru to design and execute up to 11 natural infrastructure investment projects. Submit a bid here.

In 2017, the Peruvian coast was severely hit by a series of floods and landslides caused by the El Niño Costero phenomenon; the disasters wrought billions of dollars of damage and hundreds of casualties. In response, Peru has a mandate to rebuild infrastructure damaged in the 2017 disasters while increasing the resilience of 17 vulnerable coastal watersheds to future floods and landslides.

With 11 new investments valued at $210 million, ANIN is now poised to make unprecedented investments in nature as part of an integrated strategy to manage risks of floods and landslides associated with climatic extremes. Each natural infrastructure investment project as part of this call for bids corresponds to interventions in priority coastal watersheds; the total value of these projects is USD 210 million.

Peru has developed a portfolio of over PEN 900 million (approximately USD 225 million) in investments in reforestation, shrubland and grassland restoration, and improved soil and water management practices to be implemented in the next five to six years. This was achieved with the technical support of local and international experts, including the experts of the Natural Infrastructure for Water Security project, The investments are expected to restore over 51,000 hectares of critical landscapes in Peru’s vulnerable coastal watersheds and are designed to protect soils from erosion and increase infiltration, reducing the risks of floods and landslides to vulnerable populations and critical infrastructure.

ANIN investments are managed through Peru’s Government to Government Agreement with the United Kingdom. The ANIN and UK’s Delivery Team (UKDT) are currently looking for companies that may be interested in participating in upcoming contracts for the design of natural infrastructure projects. Project design includes developing detailed definitive studies, which will ensure that natural infrastructure investments have a focus on disaster risk management are implemented well and are well implemented.

These natural infrastructure projects are also expected to generate important income opportunities for local people and farming communities in more upstream areas of each watershed.

WHAT IS THE NIWS PROJECT?

The Natural Infrastructure for Water Security Project (NIWS) works to scale-up gender-sensitive investments in natural infrastructure (NI) that will strengthen the water security and climate resilience in Peru. NIWS supports ANIN work to develop, mobilize, and implement NI projects to manage disaster risks and other water risks.

NIWS is a joint effort by the United States Agency for International Development (USAID), the Government of Canada, and Forest Trends, along with its partners Condesan, SPDA, and Imperial College London.
