Will Burma's timber ban curb or entrench corruption?

Burma enacted a ban on raw timber exports which, in effect, criminalizes cross-border trade of unrefined wood products. Kevin Woods, a Forest Trends researcher and resource expert, voices his concern that the government may lack the capacity to enforce such a ban and that it may actually reinforce corruption in the industry.
